If you are using FREE Tor Browser Private Web app, it connects you randomly from any country. To connect from the country of your choice you need to upgrade to paid version for 0.99$. Once upgraded, it will allow you to select a country of your choice to be your default country. 

To set a country as your default country, please follow these steps.

Step 1:

Make sure you are on the paid version

Step 2:

Open the Tor Browser paid app.

Step 3:

Open the pop-up menu at the top right corner and select "Preferences"

Tap on "Country"

Step 5:

 Tap on any available country from the list to make it your default location to connect from.
